واکاوی دعاوی ساخت، علل و راهکارهای پیشگیری از آنها در سیستم طرح ‌و ساخت با روش تحلیل مضمون

چکیده

ادعاها و دعاوی امروزه تأثیر زیادی در کاهش کارایی پروژه‌های صنعت ساخت دارند. از آنجائیکه هر یک از سیستم‌های انجام پروژه روابط منحصر به‌ فردی داشته و مسئولیت‌های ذینفعان نیز حول این روابط شکل می‌گیرد، ادعاها، دلایل و راهکارهای پیشگیری از آنها نیز در انواع سیستم تحویل پروژه متفاوت خواهد بود. در این پژوهش با هدف دستیابی به راهکارهای پیشگیری از بروز دعاوی در پروژه‌های طرح و ساخت، ابتدا 71 مورد از مهمترین دلایل بروز دعاوی در این پروژه‌ها را شناسایی کرده و بر اساس روابط میان ذینفعان طبقه‌بندی نمودیم. سپس 11 دعوای اصلی را از 22 دلیل بروز آنها تفکیک نموده و ارتباط میان آنها را نشان دادیم. در ادامه با کمک مصاحبه‌های باز و تحلیل مضمون نظر خبرگان، راهکارهایی برای پیشگیری از بروز دعاوی به تفکیک هر ادعا بیان کرده و در جمع‌بندی 29 راهکار عملی را به ترتیب زمان اعمال در پروژه، به عنوان دستورالعملی کاربردی ارائه نمودیم.

چکیده [English]

Today, claims and disputes have a great impact on reducing the efficiency of construction industry projects. Because each of project delivery system has unique relationships among stakeholders and the responsibilities of them are also formed by these relationships, claims and disputes, causes of claims and disputes, and solutions to prevent of them are also different in each of PDSs. In this research, with the aim of achieving solutions to prevent claims in design-build projects, we first identified 71 of the most important causes of claims and then classified them based on the relationships between stakeholders. After that, we separated 11 main claims from 22 reasons for their occurrence and showed the relationship between them. Then, by interviews and content analysis of experts' opinions, we presented solutions to prevent claims separately for each claim and, in conclusion, presented 29 practical solutions in order to application time in the project as a practical guideline.
